Este país del norte de África está hecho de comunidades que son musulmanas y no alcanzadas, pero oportunidades ministeriales entre los estudiantes se están abriendo mientras el país se libera. Al mismo tiempo, cientos de estudiantes africanos sub-saharianos francófonos estudian en la capital. Muchos de estos son creyentes que asisten a la Iglesia Internacional Francesa. La visión es levantar a estos estudiantes para que leguen a ser efectivos testigos transculturales de Cristo en sus campus.
